On 14 March 2024, the Ministry of Finance of India issued no. 03 / 2024-Customs (ADD), accepting the final recommendation of anti-dumping made by the Ministry of Commerce and Industry on 29 December 2023 on printed circuit boards (Printed Circuit Boards (PCB), and decided to impose a 5-year anti-dumping duty based on CIF (CIF) of 0-75.72% in China and 30% in the Hong Kong Special Administrative Region. This case involves the product under the Indian customs code 85340000. The anti-dumping measures in this case do not apply to the following printed circuit boards: 1. [] printed circuit boards of more than 6 layers; 2. [] printed circuit board for mobile phone applications; 3. [] filled printed circuit boards of all sizes; 4. [] embedded copper block printed circuit board; 5. [] embedded printed circuit board; 6. [] POFV circuit board or Via-in-Pad circuit board; 7. [] HDI circuit board; 8. [] soft and hard combination board (Rid-flex PCBs); 9. [] packaging substrate / IC packaging board. Measures shall take effect from the date of this circular in the Official Communique. Solderless breadboard, Bicycle Spoke Reflector and Reflective Keychain should be noted.
On March 14,2024, the Ministry of Finance of India issued no. 06 / 2024-Customs (ADD), saying that the Ministry of Commerce and Industry accepted the final anti-dumping recommendation on self-adhesive vinyl Self-Adhesive Vinyl (SAV) on 28 December 28,2023, and decided to impose anti-dumping duties on Chinese products for 3 years from $0 to $1,865 / ton. The products involved are made of self-adhesive vinyl of PVC film thickness above 100 microns, and only rolled imported. Concerning products under Indian customs codes 39199090,39191000,39199010,39199020,39209919,39206929 and 39219099. The following products are not applicable to anti-dumping measures: self-adhesive film such as stickers, tape, labels, pouch, adhesive (PP), polyester resin (PET), thermoplastic polyurethane rubber (TPU), inkjet medium (less than 50 micron), plane set, cloth, film, reflective film, metalzed film, HDPE), floor marking tape, acrylic, automotive self-film, reflective film, sunscreen film and glass safety film, and self-adhesive products made from non-PVC film, such as polyester resin, artificial leather (PU), bidirectional tensile polypropylene film (BOPP), etc. Measures shall take effect from the date of this circular in the Official Communique.
